Row Locking Now Requires Paid User

For the past 3 years I have had free license users managing a sheet and locking rows. Seems as of yesterday they lost the ability to lock rows and the annotation states that they need to upgrade to a paid user in order to do so.

Can someone confirm this is the new normal? Maybe provide a link to a announcement that states this change was coming? I cannot seem to find anything when searching the forums or Google.

Is it set to allow for multiple selections? If so, reports cannot group by that. It depends on your automation settings. If you set it to unrestricted, you can send to an email address in a cell without giving them access to the sheet. That is only for grouping.
